They are Tropical Armyworm Moth eggs. The cluster measures about 2 cm x 1cm.
We're seeing a lot of these moths at the moment, so it's not surprising there are a few eggs around. I have no idea what the caterpillars will eat, as there's quite no vegetation near to where these eggs have been laid.
On close inspection the eggs are quite magnificent. They are little round balls, about the size of a pinhead, pearly in colour and 'knitted' together with lots of soft fibres.
